The PStwo has a different design around it's controller ports,  therefore the old PlayStation 2 multi-tap, and Smartjoy FRAG were physically incapable of being plugged in. This adapter plugs into the controller port of your PStwo, and allows you plug your multi-tap or Smartjoy FRAG into it.
